The meaning of the print is not very clear, since the language used by Goya is symbolic.
A soldier interrupts his task of writing down something on the sheets to observe two women attacked by furious dogs; in the background, other people seem to form a tail. The set could refer to the evacuation of Madrid due to the imminent entry of Allied troops led by Wellington.
